NCTTCA Supporting Member States in Developing Regional Road Crash Databases

The Northern Corridor Transit and Transport Coordination Authority (NCTTCA) has successfully concluded a series of Validation Workshops in Kenya, Rwanda, and Uganda as part of Phase I of the Development of a Road Crash Database for Northern Corridor Member States. This ambitious initiative is a crucial step toward enhancing road safety across the region and achieving greater regional coordination and integration.

The primary objective of the Road Crash Database is to standardize data collection and ensure interoperability among Member States, enabling accurate and accessible accident documentation. This will facilitate evidence-based strategies for road safety improvements and support the coordination of regional safety initiatives. Phase I focused on documenting current crash data collection processes, identifying gaps, and recommending harmonized methods for data storage. Additionally, it defined key performance indicators (KPIs) for road safety under the NCTTCA Transport Observatory and outlined the system requirements for future development.

Workshops were conducted in three Member States:

  • In Kenya, the workshop was held on 26th May 2025 at the Nairobi Safari Club, with participation from the Ministry of Roads and Transport, KeNHA, NTSA, and the Kenya National Police.

  • Validation

  • In Rwanda, stakeholders from the Ministry of Infrastructure, RTDA, RNP, RMF, and the Rwanda Biomedical Center convened on 29th May 2025 in Kigali.

  • In Uganda, the workshop took place on 2nd June 2025 in Kampala, engaging key representatives from the transport and safety sectors.

One of the core mandates of NCTTCA is to improve safety on transport infrastructure along the Northern Corridor. This involves implementing strategic interventions such as harmonizing road safety laws to align traffic regulations across Member States, addressing risk factors on Corridor road networks, and establishing effective systems for managing and analyzing road safety data.

To achieve these goals, NCTTCA has already implemented several impactful initiatives, including:

  • Mapping Black Spots: Surveys have been conducted to identify high-risk areas, analyze contributing factors, and develop regional guidelines for managing these locations.
  • Road Safety Awareness Campaigns: Awareness efforts in Kenya, Uganda, Rwanda, and South Sudan promote safe driving practices and foster a culture of responsible road use.
  • Roadside Stations (RSS): Facilities such as the SupaStop by SuperiorHomes in Kenya and Nesitu Parking Yard in South Sudan support driver wellness and enhance road safety. Feasibility studies are underway for similar stations in Burundi and the DRC.

Phase II of the project will involve the actual development of the Road Crash Database system, guided by the requirements validated during these workshops. This initiative underscores NCTTCA’s commitment to fostering safer roads, enhancing regional trade efficiency, and driving sustainable development across the Northern Corridor.
