Northern Corridor Transit and Transport Coordination Authority (NCTTCA) Completes Training of Trainers for South Sudan Clearing Agents Under EAC Single Customs Territory Framework
Elegu One Stop Border, May 5, 2025 – The Northern Corridor Transit and Transport Coordination Authority (NCTTCA) successfully launched and completed a comprehensive Training of Trainers program for South Sudan clearing agents under the framework of the East African Community (EAC) Single Customs Territory. This initiative aligns with the principle of mutual recognition of clearing agents across EAC partner states, aiming to enhance trade efficiency and professionalism in the region.
The program, conducted as part of the NCTTCA's Customs and Trade Facilitation efforts, was designed to professionalize South Sudan’s clearing agents by providing them with in-depth training based on the EAC Customs Curriculum. It leveraged the East African Community Freight Forwarders Practicing Certificate, a harmonized certification program established in 2007 with the support of USAID TradeMark Africa, revenue authorities, and the Federation of East African Freight Forwarders Associations (FEAFFA). This certification is a mandatory requirement for obtaining a clearing agent’s license within the EAC region.
A total of 37 trainers participated in the program, representing the South Sudan Revenue Authority and the South Sudan Freight Forwarders Association. These trainers received specialized instruction from EAC master trainers, equipping them with the skills needed to ensure the program's sustainability by training additional clearing agents in South Sudan.
The intensive seven-day training included essential modules designed to improve efficiency, reduce business costs, and enhance service delivery. The curriculum covered key areas such as:
-
Customs Clearance of Goods
-
Classification of Goods
-
Customs Valuation
-
EAC Rules of Origin
-
Customs Management Information Systems
-
Freight Forwarding Operations
-
Port and Warehousing Operations
-
Ethics and Integrity
-
Occupational Safety, Health, and Environmental Practices
-
Customer Care and Communication Skills
This milestone marks a significant step in strengthening the capacity of South Sudan’s clearing agents, enhancing regional trade facilitation, and fostering greater integration within the EAC Single Customs Territory framework.
